State Secretary for Education Unveils Plan for Decentralization

On March 5, FUSD administrators had an opportunity to meet with the State Secretary for Education, Richard Riordan.  During this meeting, he outlined his proposal to decentralize budgetary and academic control.  Explained Riordan, "It's putting the power over the schools down at the school level."

A five-year pilot program consisting of 15 California school districts is slated to begin in fall of 2006.  Under this program, districts would give school sites a minimum of 50 percent of all funding received from the state.  It would then be up to the individual principals to decide how their sites will use this money to best serve their students.

The Secretary for Education presented his plan to FUSD administrators at the invitation of Fontana's Superintendent, Dr. Charles Milligan, who was a member of Mr. Riordan's local-control committee.
