BOARD OF EDUCATION MEETING

MINUTES


	The Board of Education of the Fontana Unified School District held a 
Regular Meeting on October 18, 2000, at the John D. Piazza Education Center, 
9680 Citrus Avenue, Fontana, California.  Present at the meeting were:  Mrs. Kathy 
Binks, President; Mr. Gus Hawthorn, Clerk; Ms. Laura Abernathy Mancha, 
Member; Mr. Rick McClure, Member; Dr. D. Wayne Ruble, Member; Dr. Karen 
Harshman, Superintendent;  Mr. Emmanuel J. DıSouza, Associate Superintendent, 
Business; Ms. Fran Mazzolini, Associate Superintendent, Educational Services; and 
Dr. Patricia Peoples, Associate Superintendent, Human Resources.  The President 
called the meeting to order at 3:00 p.m.

	The Board toured the high school #4 site and district office building 1.

	The President called a Closed Session at 4:01 p.m.  The meeting reconvened 
at 6:25 p.m.  Dr. Ruble was absent when the meeting reconvened.  Mrs. Binks 
announced that the Board had been meeting in Closed Session and would be 
returning to Closed Session following the public portion of the meeting with no 
action to be taken following that Closed Session.

Fontana Teachers Association; Mr. Tony Micciche, President, United Steelworkers 
of America, Local 8599; and interested employees and members of the community.

	The President asked the audience to remain standing for a moment of silence 
in memory of the following employees and volunteers who had recently passed 
away:  Ms. Millie Paul, Volunteer; Mr. Phil Hawkes, Counselor; Ms. Margaret

	On motion made by Ms. Laura Abernathy Mancha, seconded by Mr. Gus 
Hawthorn, and carried, the Board approved the minutes of the Board of Education 
Regular Meeting of October 4, 2000.

	Ms. Anna Marie Baker of the Red Cross presented a certificate of 
appreciation to the principal, teacher and student representatives of Fontana 
Middle School for their recent involvement, support and donations.

	The President opened the Hearing Session and called for comments from the 
audience.

	The following students from Fontana High School spoke on behalf of the 
Peer Leaders Program:
 
Oscar Zambrano explained the Peer Leaders Program and appealed to the 
Board for funding and support in general from the Board Members and 
community to allow them to attend the peer leaders conference that helps 
them to develop skills as leaders.  He also stressed the importance of 
keeping the program continuing for future students.

Travis Ebright explained programs offered through the peer leaders and 
reported on their success.

Arnold Lozano explained that the peer leaders raise funds for social causes 
and community services.

Zuriel Casey explained the conflict mediation process and education on 
dealing with violence.  He also appealed for funding to help continue this 
successful program.

Emmanuel Soriano spoke about his personal experiences through peer 
leading.

Dr. Ruble commented that the peer leader funding has been cut off this 
year through the TUPE funds.  He stated there are over 200 students who need 
$37,000 to attend camp and he believes, as a board member, that some monies 
should be found for this very successful program.

	Mr. Hawthorn asked for a report on what kinds of funding support these 
programs and what might be available. 


Mr. Tony Orlich stated he would like to speak when items #21, 24 and 26 
come up on the agenda. He expressed his opinion that comments regarding the 
agenda should be allowed when the items come up.

Mrs. Binks explained that the Board has never stopped anyone from 
speaking when an agenda item is discussed.

Mr. Orlich encouraged citizens to vote no on Proposition 39.


	Mr. Gordon Allman spoke in opposition to the voucher initiative which is 
poorly written.  He informed everyone that phone banking was being conducted 
through the FTA Office.  He noted that it is open for help from everyone and 
invited all interested persons to participate.

	Chief Frank Scialdone, Fontana Police Department, commended Oscar 
Zambrano for his presentation at the recent Red Ribbon Breakfast.  Chief Scialdone 
presented follow-up report on the Dry 2K program.  He introduced Captain Terry 
Holderness who reported on how the program was presented and an update on the 
success.

	Chief Scialdone also reported that they were successful in obtaining a grant 
to provide school resource officers at middle schools which was applied for 
cooperatively with the Board of Education. He also expressed appreciation for the 
cooperative partnership between the City of Fontana Police Department and the 
School District.

carried, the Board approved submission of an application for a California Academic 
Partnership Program Grant for A.B. Miller High School in the amount of $76,500

Mancha, and carried, the Board approved an increase in math and English

carried, the Board approved an agreement with the San Bernardino County 
Superintendent of Schools to provide bus transportation for district students who

2001 in the amount of  $32,648.51.

17, the Levy of a Special Tax within Community Facilities District No. 00-1 for the 
2001/2002 tax year, and authorized Karen J. Harshman, Ed.D., Superintendent, to

	Dr. Ruble asked if it would be possible to have a presentation at each board 
meeting regarding specific modernization recommendations for individual sites.

	Several suggestions were made from Board Members and administration 
regarding ways to provide this information.  Dr. Harshman indicated she would 
follow up on this request.

Paramount Painting, the lowest responsible bidder, in the amount of $148,300, and

	Mr. Orlich asked if a bidder is licensed, can they be called irresponsible.

	Ms. Betty Fraser, Director of Purchasing, explained that a bidder may be 
considered irresponsible if the district has had problems on past projects or they 
have not performed to the districtıs satisfaction, or perhaps they have not submitted 
all required paperwork during the bidding process.

	On motion made by Mr. Gus Hawthorn, seconded by Mr. Rick McClure, 
and carried, the Board approved boundary changes to be effective upon the opening 
of Chaparral Elementary School:  grid codes 601W-613W, 617W-629W, 633W, 
634W, 635W, 649W, 650W, 642W, 655W, 656W and 667W to attend Chaparral 
Elementary School; 614W-616W, 630W-632W to attend Canyon Crest Elementary 
School and 658 W would remain at Shadow Hills Elementary School.


	On motion made by Mr. Rick McClure, seconded by Mr. Gus Hawthorn, 
and carried, the Board approved the appointment of Sandy Montague as the United 
Steelworkers of America, Local 8599, representative to the Boundary Review 
Committee.


	Mr. Gus Hawthorn made a motion to delete the item regarding the 
Technology Plan as he had questions that were not fully answered.

	Mrs. Binks indicated she was comfortable with the information provided.

	Mr. McClure asked if any harm would be done by deleting the item from this 
agenda.

	Dr. Harshman stated it would not, however, she cautioned that there are 
many other large items to be discussed in the very near future and she felt it would 
be best complete as many items as possible as quickly as possible.  She agreed, of 
course, that Board Member questions need to be answered.

	Ms. Mancha asked Mr. DıSouza if he was comfortable with the 
recommendations.

	Mr. DıSouza indicated he was comfortable with the recommendation 
presented with Option #6 which includes some modifications which were recently 
submitted.

	Ms. Mancha asked if this recommendation would place the district in any 
jeopardy.

	Mr. DıSouza assured her it would not.

	Dr. Harshman pointed out that the John D. Piazza Education Center sound 
system was not included in this recommendation as that piece would be brought 
back with a one-time funding.  She also noted that this recommendation does not 
include centers either.  She indicated that she had asked Mr. DıSouza and Mr. Owen 
to prepare a recommendation that the district could live with as she just did not 
believe the district can continue as it is currently and do nothing.

	Mr. McClure stated his belief that the programs in the John D. Piazza 
Education Center serve a valuable public service and if something can be done with 
some one-time monies that would not infringe on current programs, he would like 
to see a concrete proposal for a system.  He indicated that he was prepared to 
vote for this plan at this meeting but he does have concerns if a fellow board 
member feels he has questions unanswered.  He noted, however, that he realized 
that sometimes Board Member questions do place a burden on staff members and 
he believes they need to be careful of the questions asked.  He expressed his belief 
also that board members should ask questions.  With that statement, he seconded 
Mr. Hawthornıs motion.

	Dr. Harshman stated she was prepared to provide verbal answers to 
questions.  She pointed out that this is really a bare bones recommendation and 
does not include the instructional technology piece for which she hoped to get 
some money from the original budget.  She stated a recommendation regarding the 
John D. Piazza Education Center using one-time monies, which she did not believe 
should come out of the technology budget, would be made in the near future.

	Dr. Ruble indicated he felt it would be okay to delay the action regarding 
the technology plan, however, he did want to act on it at this meeting.

	Ms. Mancha commented that the Board knew when they adopted the plan 
that it would cost money.  She agreed, however, that if one board member has 
questions, they should be addressed.

	On motion made by Mr. Gus Hawthorn, seconded by Mr. Rick McClure, 
and carried, the Board postponed action on the Technology Plan.


	On motion made by Dr. Wayne Ruble, seconded by Mr. Gus Hawthorn, and

	Dr. Ruble relayed a suggestion from Lorena Hixson, retired Library

	Dr. Harshman commented that she agrees with the Board members regarding 
the importance of the system in the John D. Piazza Education Center.  She stated 
she had checked with the City of Fontana regarding using the council chambers for 
board meetings, however, she felt a temporary system could be provided which 
would work as well.  She suggested that an item be placed on the agenda for the next 
board meeting to advertise for bids for a new system.

	Dr. Harshman stated that she had asked principals at traditional middle 
schools to start talking with staffs regarding the possibility of moving to a single 
track year round calendar and listed some of the talking points.

Mrs. Binks restated her opinion regarding combination classes.

Mrs. Binks commented that she was pleased with the way the two teams 
from Fontana High School and Fontana A.B. Miller High School conducted 
themselves at the football game the previous Friday night.  She stated, however, 
she was very disappointed with the behavior of so-called fans following the game.  
She suggested that aggressive action be taken against the leaders of the fans who 
behaved badly to get the message out that kind of behavior will not be tolerated.
