ORGANIZATIONAL MEETING

MINUTES


	The Board of Education of the Fontana Unified School District held an 
Organizational and Regular Meeting on December 15, 1999, at the John D. Piazza 
Education Center, 9680 Citrus Avenue, Fontana, California.  Present at the 
meeting were:  Mrs. Kathy Binks, Clerk; Mr. Gus Hawthorn, Member; Ms. Laura 
Abernathy Mancha, Member; Dr. D. Wayne Ruble, Member; Mr. Rick McClure, 
Board Member Elect (was present when meeting reconvened from Closed 
Session); Dr. Karen Harshman, Superintendent; Mr. Emmanuel J. D'Souza, 
Associate Superintendent, Business; Ms. Fran Mazzolini, Associate 
Superintendent, Educational Services; and Dr. Patricia Peoples, Associate 
Superintendent, Human Resources.  Mrs. Elizabeth Knott, President, was absent.  
The Clerk called the meeting to order at 4:00 p.m.


The Clerk called a Closed Session at 4:01 p.m.  The meeting reconvened at 
6:00 p.m.


	Visitors present at the meeting were:  Mr. Gordon Allman, President, 
Fontana Teachers Association; Mr. David Mataguina, President, School Police 
Officers Association; Mr. Tony Micciche, President, United Steelworkers of 
America, Local 8599; Ms. Jennifer Perez, The Press Enterprise; Ms. Laura 
Howell, The Herald-News; and interested employees and members of the 
community.


	The meeting was opened by the Pledge of Allegiance to the Flag of the 
United States of America led by the Clerk.  Mrs. Binks asked the audience to 
remain standing for a moment of silence in memory of former employees who 
recently passed away:  Mrs. Ann Booth and Mr. Ronald Baldwin.





Mrs. Binks called the Organizational Meeting to order.


Dr. Maria Palacio, Principal, introduced the Sequoia Middle School 
Madrigal Singers who entertained the Board with several musical selections.


	Mrs. Binks introduced Mr. John D. Piazza, former Board of Education 
Member, who was in the audience.


On motion made by Dr. Wayne Ruble, seconded by Ms. Laura Abernathy 
Mancha, and carried, the Board approved the minutes of the Board of Education 
Regular Meeting of December 1, 1999.  


Dr. Harshman administered the Oath of Office to the newly elected Board 
of Education Members‹Mrs. Kathy Binks and Mr. Rick McClure.


	Dr. Harshman presented Mrs. Binks with a gift in appreciation of her 
service as Clerk of the Board for the past year.


On motion made by Dr. Wayne Ruble, seconded by Ms. Laura Abernathy 
Mancha, and carried, the Board elected Mrs. Kathy Binks as President.


On motion made by Dr. Wayne Ruble, seconded by Ms. Laura Abernathy 
Mancha, and carried, the Board elected Mr. Gus Hawthorn as Clerk.


On motion made by  Dr. Wayne Ruble, seconded by Mr. Gus Hawthorn, 
and carried the Board elected Ms. Laura Abernathy Mancha as Representative to 
attend Annual Meeting of County Committee on School District Organization


The President adjourned the Organizational Meeting and called the Public 
Hearing to order regarding public disclosure of the Collective Bargaining 
Agreement between the Fontana Unified School District and the United 
Steelworkers of America, Local  8599.




She called for comments from the audience.

There were none.

Mrs. Binks adjourned the Public Hearing and called the Regular Meeting to 
order.


Mrs. Binks opened the Hearing Session and called for comments from the 
audience.

Ms. Robin Hanson, First Grade Teacher at Tokay Elementary School, 
spoke on behalf of one of her students.  She explained that the child was enrolled 
approximately 3 weeks ago and had not attended school for the past 13 days.  She 
learned that because the child was an overflow student, transportation needed to 
be resolved.  She asked the Board to see if something could be done to streamline 
the efforts to get children to school.  

Mrs. Binks assured her that it would be looked into.


Dr. Harshman provided the following information in the Superintendent's 
Quarterly Report:

_ Student enrollment is still growing.

_ Two new schools were opened and dedications held ­ Henry J. Kaiser High 
School and Citrus Elementary School.

_ Entering into a construction phase with 2 new elementary schools--Sierra 
Lakes and Chaparral.  Additionally planning committees for two more schools 
have been appointed--Middle School #7 in the north end of town near Fontana 
A. B. Miller High School and Elementary School #25 in the west end of town, 
south of Foothill Boulevard.

_ Implementing the state mandates passed in the last year-and-a-half: standards 
based curriculum, promotion and retention and instructional intervention 
programs.  Also working on new report cards for grades K-5 to be in place 
July 1, 2000.  






_ The retention issue is huge because of facilities needs.  There is not yet a real 
good indication of how many students will be retained but it is planned to 
have information available at the end of the 2nd quarter to be used for that 
purpose.  

_ Two major issues for future:

(1) Possibility of going to a central enrollment center.  This concept would be 
that all students K-12 who are enrolling for the first time or moving from 
one school to another would go through that center.  All phases of 
enrollment would be available at the center--transportation, ELL, special 
education needs, food services, health issues‹physicals/inoculations.  It is 
hoped that everything would be done in one place and when a student 
arrives at the school to which they are assigned they could immediately be 
placed in a class.  The plan would be for one overflow school, which 
would be North Tamarind Elementary School who will be placed on the 
CSP schedule.  She stated that this should relieve stress on the staff at the 
school office but emphasized that there is no intent to cut any jobs of any 
employees.

(2)	A Reading Program to be put in place for all students in grades 6, 7, 8 and 
9 and eventually 10 and 11 in answer to the low reading scores and the 
number of students in jeopardy of retention.  She stated this would involve 
structural changes.   She stated it is currently being investigated but may 
possibly be a two-tiered program.  It is hoped to have a program in place 
for the 2000-2001 school year.


On motion made by Dr. Wayne Ruble, seconded by Mr. Rick McClure, 
and carried, the Board accepted a Horizon's School-to-Career Sub-Grant, in the 
amount of $40,000 to support a hospitality/tourism program at Fontana High 
School.


On motion made by Mr. Gus Hawthorn, seconded by Ms. Laura 
Abernathy Mancha, and carried, the Board approved submission of an 
Application for an Educational Technology Staff Development Program for 
Grades 4 through 8 for Harry S. Truman Middle School.







On motion made by Dr. Wayne Ruble, seconded by Mr. Rick McClure, 
and carried, the Board ratified forms pursuant to AB-1200 Public Disclosure of 
Salary Settlement with the United Steelworkers of America, Local 8599.  (Copy

On motion made by Ms. Laura Abernathy Mancha, seconded by Dr. 
Wayne Ruble, and carried, the Board approved the First Period Interim Financial 
Report and Positive Certification as of October 31, 1999.


On motion made by Ms. Laura Abernathy Mancha, seconded by Dr. 
Wayne Ruble, and carried, the Board adopted Resolution 99-20 for Subordination 
to Tax Allocation Bonds of Tax Increment Revenues Required to be Paid to

Brewster Electrical Company on November 20, 1999; and authorized Emmanuel J. 
D'Souza, Associate Superintendent, Business, to sign said document.
	

On motion made by Dr. Wayne Ruble, seconded by Mr. Gus Hawthorn, 
and carried, the Board accepted a Notice of Completion for Bid No. 926, Fire 
Alarm System Upgrade at Juniper Elementary School, completed by Enko 
Systems on November 20, 1999; and authorized Emmanuel J. D'Souza, Associate 
Superintendent, Business, to sign said document.


On motion made by Dr. Wayne Ruble, seconded by Mr. Rick McClure, 
and carried, the Board accepted Notices of Completion as follows:

a. Provide/Install Data Cabling for 10 Portables at Citrus Elementary 
School, completed by Responsive Internet Systems, Inc. on 
October 15, 1999

b. Relocation of Portables throughout the District, completed by 
American Heavy Moving & Rigging on November 30, 1999

c. Electrical Hookup of Portables throughout the district, completed 
by Causey Electric on November 30, 1999; and authorized 
Emmanuel J. D'Souza, Associate Superintendent, Business, to sign

On motion made by Mr. Gus Hawthorn, seconded by Ms. Laura 
Abernathy Mancha, and carried, the Board accepted a Notice of Completion for 
Installation of LAN Computer Drops in School Offices, completed by 
Responsive Internet Systems, Inc. on October 15, 1999, utilizing their CMAS 
Contract; and authorized Emmanuel J. D'Souza, Associate Superintendent, 
Business, to sign said document.


On motion made by Dr. Wayne Ruble, seconded by Ms. Laura Abernathy 
Mancha, and carried, the Board approved a Districtwide Library Plan and District 
Classroom Library Plan and Certified that the plans have been reviewed and 
expenditures will meet the requirements of AB 862 and AB 1500, Article 8.


On motion made by Mr. Rick McClure, seconded by Mr. Gus Hawthorn, 
and carried, the Board approved retention of Marlin L. Sinder, Esq. to assist with 
the processing of H-1 B Petitions for foreign educators, at a cost not to exceed 
$40,000.


Dr. Ruble made a motion, seconded by Ms. Mancha to approve a contract 
with Mayer and Coble, Attorneys at Law to act as legal advisor for School Police 
Services Department.

The Board discussed the fee schedule and asked that an amount be 
included that the contract would not exceed.

On motion made by Mr. Gus Hawthorn, seconded by Ms. Laura 
Abernathy Mancha, and carried, the Board, as amended, approved a contract with 
Mayer and Coble, Attorneys at Law to act as legal advisor for School Police 
Services Department, at a cost not to exceed $15,000; and authorized Dr. Patricia 
J. Peoples, Associate Superintendent, Personnel Services, to sign said contract 


On motion made by Mr. Gus Hawthorn, seconded by Mr. Rick McClure, 
and carried, the Board approved revisions to personnel recommendations.

occurred on December 2, 1999 at Oleander Elementary School.
