Boundary Review Committee

The Boundary Review Committee (BRC) is appointed by the Board of Education and functions in an advisory capacity, making recommendations to the Board.  The BRC consists of a representative from each school attendance area; this assures that the interests of each school community are represented, as well as the interests of the district as a whole.  This also provides long-term interests in decisions that provide a sound foundation in terms of long-range planning.

Purpose

The BRC makes recommendations to the Board regarding new boundary changes in connection with new school construction, and alleviation of overcrowded schools.  Also, if a school is in danger of becoming ethnically imbalanced, the BRC makes recommendations to the Board of Education to alleviate the situation.

In accordance with Board Policy 5116, relevant factors considered in the analysis of boundary proposals are:

  • School capacity
  • Desirable school size limitations
  • Geographic features
  • Enrollment trends and data
  • Student safety
  • Transportation needs/expenses
  • Racial and ethnic balance
  • Educational programs such as magnet schools
  • Socio-economic balance
  • Community input

Membership

All residents and taxpayers of the district attendance area, all parents of children enrolled in its schools, and school employees are eligible for membership and participation.  The sole prerequisite is an unselfish interest in public schools, the community and every child.

In order to assure broad geographical representation of the district, one voting member and one alternate is appointed to the committee from each elementary school attendance area.

By insuring this balance of representation the Board may be assured that the interests of each school community are represented, as well as the interests of the district as a whole.

This approach also provides a long-term interest in decisions that will provide a sound foundation for recommendations made from a long-range planning approach.
