INTRA and INTER District Transfer Information

INTRA district transfers are for parents/guardians requesting their child who lives WITHIN THE FONTANA UNIFIED SCHOOL DISTRICT BOUNDARIES to attend another school within FUSD, other than their school of residence (known as a “home school”).  Transfer requests are normally based and considered on the following reasons:

• Space availability at the requested school.
• For students to continue at their current school in the event of a change of residence.
• For students to attend the same school as siblings.

Other reasons such as convenience, personal preference, transportation, or after-school activities are considered only if space permits.

Once an INTRA district transfer is in effect, a poor attendance pattern due to the longer distance to be traveled between home and school may prompt school officials to recommend a revocation of the transfer. In addition, a behavioral pattern that is routinely disruptive to the regular instructional program will be considered as sufficient reason for a school's administration to revoke a transfer and return the student to the home school of residence. (Board Policy 5116.1).

INTRA district transfer requests are reviewed regularly and based on space at the requested school.  A transfer request may be delayed if incorrect information is provided on the form.

INTRA district transfer applications for the next/upcoming school year will be made available to the community usually the semester before the next school year. A "Priority Period" is usually announced for applications to be considered "on time". Submitting a transfer request during the "Priority Period" increases, but does not guarantee, the chances of acceptance at the school and grade level requested. Transfer requests submitted after this time may require a student beginning the academic year at their school of residence ("home school") before receiving final confirmation of the transfer request.

INTER-IN transfers are for parents/guardians requesting their child who lives OUTSIDE OF THE FONTANA UNIFIED SCHOOL DISTRICT attendance boundaries to attend a school within the Fontana Unified School District. Parents or legal guardians who wish for their student(s) to attend FUSD must first apply with the student(s) district of residence (known as the “home district”).

Both districts must approve the application before the student enrolls in FUSD.

Upon receiving an approved transfer release into FUSD, the Superintendent or administrative designee shall review the request and may approve or deny the application based on enrollment capacity, in accordance with the law, Board policy, and administrative regulations.

INTER-IN transfer requests for the next/upcoming school year will be accepted by FUSD once received by the releasing district. An INTER-OUT release is for parents/guardians requesting their child to attend a school OUTSIDE OF THE FONTANA UNIFIED SCHOOL DISTRICT boundaries.  A parent/legal guardian of a student who seeks to be released from FUSD to attend a school in another school district must first fill out the INTER-OUT Release application. Requests may be approved or denied in accordance with the law, board policy, and administrative regulations.

All requests must be approved by the Child Welfare and Attendance Director before submitting the application to the desired District (Board Policy 5117).

If the INTER-OUT Release is approved, the CWA office will mail the release to the requested school district for their decision. If the INTER-OUT Release is denied by FUSD, you will be notified by mail. Both districts are required to approve the application before the student enrolls in the requested school district, but FUSD must first approve the release.  

The basis for releasing FUSD students to another school district are:

• The student is connected to the school requested due to previous continual enrollment in that school or school that feeds into the requested school.
• The student has a sibling/relative that resides in the same household which attends the requested school.
• The requested school is in proximity and/or on a direct route to the parent’s place of employment.
• The school requested offers an academic program that is not offered in the Fontana Unified School District.

If an INTER-District Transfer or Release is denied by the FUSD, you may schedule an appointment within 30-days of the denial with the CWA Director by dialing 909-357-5000 ext. 29081.  Appointments may be scheduled from 8:00 a.m. – 4:00 p.m. If the request is denied on your appeal, you may appeal to the Superintendent. If that appeal is denied, you may appeal that decision to the San Bernardino County Superintendent of Schools, located at 601 North E Street, San Bernardino, CA 92410, telephone 909-386-2784. You have 30 days to file this appeal.  The appeal will be accepted only upon verification by the County Board’s designee that all appeals within the district have been exhausted. 

If your district of residence or the requested district denies your student’s transfer or release request, you will need to contact personnel from the district that issued the denial to discuss their appeal process.  FUSD may not accept a student without the approved consent of the student's district of residence.
